Prompted to save changes when none are made

Every time I open my website in frontpage and then close it without making changes, I am prompted to save changes before closing. Why? When I attempt to publish, I am prompted with the same response to save changes before publishing. I think this is the cause for my publishing not working. Any ideas.

ummm, strange one .... when this happens do you have any pages actually open in FrontPage? even though you have not changed any? When you get that message what do you do? do you say yes or click on the No .... what version FP do you have and can we have a url to your website please. Also can you remember what you last did prior to the message appearing.
