difficulties publishing my latest site

I have signed up for, and reserved URL which is http://www.cartoonfile.net .
I built a site with all the pages properly stored in their respective folders etc. Renamed my index page as "index.html" as mentioned in the guidelines of my web host. My web host also wrote back yesterday, indicating the FP server extensions are enabled for this URL & all I need to do is publish the index page. I go to publish & the box appears indicating PUBLISH FROM: C:\ZAHN and in the TO box I type http://www.cartoonfile.net and when I try to publish, I get the following: "Unable to open http://www.cartoonfile.net. Please check to make sure that the web server name is correct and your proxy settings are set correctly. If you are sure that everything is correct, the web server may be temporarily out of service."

Anything I can do to remedy this problem?

Have you changed the DNS so your domain name points to the new server.

Also if you only just signed up for hosting and only just pointed the domain name at the new server and then immediately tried to publish it wont work, you have to wait for the change in DNS to kick in.
