Aside from my own FP web stored on my C: drive, I began creating a site for a friend which you can see here: http://zahntoons.tripod.com/ . I can access that index.htm page by going into "My Documents" and going to "My Webs5" and it is easily accesible to work on from there. Now my question is in regards to creating pages that will be accessed, by clicking text links near bottom of that page page.
To begin creating new pages for that site, can I open FP in the same old way, go to FILE>NEW>PAGE OR WEB? I assume so. BUT, when I save the page, where should I save it to and the best way to name it?

To edit any file in FrontPage you have to open front page first, then open the whole website. You DO NOT edit your index page by browsing to the my documents folder. You MUST open the whole web and open any page from within FrontPage.

BUT, when I save the page, where should I save it to and the best way to name it? You will already have your website open in FrontPage as you cannot edit any file otherwise. But yes, for a new page you click on File/new page OR just click on the new page icon on the toolbar (looks like a piece of paper).

Where you save it and what you call it is entirely up to you. Obviously it has to be saved inside of the FrontPage web, but whether you save it alongside your index page, or create a new folder or ..... or ... or ... is up to you. Look at your cartoon site to see how you did your filing there. Also only you know what to call it .. I mean is it a Contact Us page .. in which case you can call it "contact" if it is a page about the person, then you can call it "about-me" ... or whatever
